When i painted our cabinets i used krud killer to degrease them then sanded them a little then used a primer and a good satin paint.
The best way to do it is to use a heat gun to soften the adhesive and pull the laminate off in sections starting with the edging. Clean the cabinets thoroughly with water dish detergent and a sponge. Well to update the kitchen i recently painted the cabinets bright white and they look fantastic. If the mdf itself is bulging or is in any condition other than completely flat and smooth there is really no point in trying to repair the cabinets.
